11. Why Was Brock Cuffed?

The Beast and The Undertaker had been isolated, the battle was over. So why was Brock handcuffed and drove towards a police van? No warrant was put out by The Authority prior in the show, they simply asked Brock's supporter Paul Heyman to verify The Beast didn't go to the coliseum. 

Yes he battered a couple security monitors along the way, however so did Taker, and we saw no footage of The Phenom being driven into guardianship
